A Chilly, Windy Prospect Park

At 8:05 this morning, we observed a large leashless white dog accompanied by an overweight white male walking down Wellhouse Dr. towards west lake drive. They were overtaken by a cop on a motor-scooter, who exchanged words with the owner, whereupon the owner leashed the dog and the cop departed. It's good to see that cops, at least, are patrolling with this in mind. But this owner was a repeat offender, and we wonder at what point, if ever, these scofflaws will be issued summonses.
