More Off-Leash Racism on the Nethermead?

Yesterday at 6 P.M., at the northeast corner of the Nethermead we noticed a white cop talking to a black guy holding the leashes of two bull dogs of mixed parentage. At the time there were at least a dozen unleashed dogs running around the Nethermead's north end. All had white owners. We heard the black guy complaining about why he was being singled out; apparently, he had had his dogs off-leash. While the cop was making a call on his radio, apparently for back-up, the guy wandered off. We went over to the cop and asked what was going on. He replied that the guy's "pit bulls" were "bothering" a woman's small dog and the guy "became arrogant". We asked the cop, well, what about all of these other unleashed dogs? "We haven't figured out what to do with them," he replied. He denied having been told not to ticket them. We walked off to the side and observed four other cops appear, in a van, a scooter, and on a Segway, all of whom went to talk to the guy. They eventually departed, apparently making no arrest, and without so much as approaching any of the other dog owners.

This morning between 6:45 and 7:45, at least 6 unleashed dogs outside the peninsula meadow, including one in the peninsula woods and 2 poodles being walked by a black woman with three other poodles on leashes outside the peninsula.
