At 12:40 P.M., two black teenagers were observed below the Maryland Monument with an unleashed mixed white-brown pit bull. A DOPR employee instructed them to leash the dog. As she drove away, the unleashed pit bull ran up the hill towards the monument.
Around 2 P.M., an unleashed terrier accompanied by a white female in her late twenties with orange pants and a tan overcoat was observed at the peninsula.
