Between about 3:45 and 4:30 we saw at least 9 unleashed dogs in Prospect Park:
2 owned by the same guy near the Maryland Monument; they scampered down the hill and crossed the road when two leashed dogs came by;
At least 4 on the Nethermead
Two at the dog beach
1 behind the rink.
We then followed a woman holding one leash and letting one dog run loose under the archway that leads from the boathouse to behind the rink. Those dogs may have been among those we saw on the Nethermead.
No apparent law enforcement presence.
