Has Everybody Gone Legal?

During about a 40-minute walk this morning in Prospect Park, during dog hours, in cool, fair weather following a rainstorm, we observed several leashed dogs but none illegally loose, despite the usual off-leash yapping from the Nethermead and a couple of legally loose dogs on the peninsula. We also saw a police patrol car drive down the Lullwater past the Boathouse around 8:30, which might explain why. Is law enforcement reading this blog? Or, more likely, is this just a sampling error?
