Plum Beach, where at 9:35 three miscellaneous dogs were running loose, accompanied by a white couple, and at 9:55 there followed one dog whose leash, not attached to the dog, was held by a light-skinned black woman wearing an NYPD cap..
Under the DOPR rules, such as they are, beaches are NEVER "designated areas", and in any event this took place after loose dog hours.
A couple of minutes later we observed 2 Jack Russell terriers whose leashes, attached to their respective dogs, were held by an older white guy to whom we wished "good morning". So not everyone is a scofflaw.
