8:10, white woman dressed in red playing fetch with terrier, SE corner of lake, very near sign listing "designated" off-leash areas (this isn't one of them)
8:30: large brown dog swimming in lake off east side of peninsula
9 A.M.: PE#1 with her two terriers, lullwater east side, north of Terrace Bridge
