Today at 5:45 P.M. on Nethermead, at least 10 unleashed dogs, and no cops in sight.
Also, 5:40 P.M., 1 small unleashed dog on path from Nethermead to Wellhouse Road and 6:10 P.M., 1 large unleashed dog on west side of Lullwater.
All owners were white.
