The Cops in Cahoots


This was at 4:38pm yesterday in Prospect Park. The ballfields are to the right, Quaker Cemetery to the left. Notice the unleashed dog. The owner is in front of the NYPD patrol car. The officers were going slowly, presumably on patrol, but didn't stop when they approached the dog and owner. We're guessing that the NYPD is told not to enforce the leash rules, because we've witnessed similar situations countless times. The dog's owner apparently didn't know that--yet--because she started running back to her dog when she saw the patrol car coming.

Also, in Central Park around 3 P.M. yesterday we saw three large unleashed dogs cavorting in the newly planted area around the upper lobe of the lake. The two owners were white females.
