8:55 this morning, a sighting of Marcia carrying her usual pointed metal stick and with her two unleashed dogs, near Terrace Bridge:
Shortly after 9 A.M., on the east Lullwater, woman with large unleashed black dog; she leashed it when she saw us. A minute later, we encountered a man with two unleashed poodles. He leashed them only when he was about to be passed by a car, with DOPR insignia on the side an "official" NY plate No. K14895, driving up the path. The driver said nothing to the dog owner.
