3pm yesterday afternoon on the Nethermead Meadow. Two dog owners were using the meadow as their private dog run. It didn't seem to matter to them that a parks department car stopped along the edge of the field. The director of the landscape management office was surveying the meadow. I mentioned the dogs to her, but she didn't seem to have the time or energy to deal with the two scofflaws. Here's a video:

In about an hour this morning in the Central Park ramble we crossed paths with 3 scofflaw dog owners who had let their dogs loose. One had three small dogs, one a small poodle, and the third a very large poodle. Then around 9:10 we saw another unleashed dog on the west side of the lake, and around 9:45 a large unleashed poodle scampering around the mall.
