A sign at the entrance to Plumb Beach sets out the rules, including that dogs must be leashed at all times. (Since, as we've observed, Plumb Beach is part of Gateway, there ought to be no dogs at all on the beach during the spring and summer, but we'll discuss that another time.) It was no surprise, though, to see these unleashed dogs in the area east of the rest area yesterday from about 6:15-7:15 P.M.
