From 3:30 to 4:10, just between the beginning of Wellhouse Dr. at West Drive and the bird feeders on Breeze Hill, four unleashed dogs, including one that wandered right up to the fence surrounding the feeder area; it then headed, with its owner, down the path to the Lullwater. Only PEP agent was in a vehicle at the corner of the lake, watching the gulls and ducks, I guess. As usual, all the dog owners were white.
