Rats in Washington Sq. Park, Follo-Up

Parks Department is "unaware" of any law barring dogs from killing rats in public parks But then they seem to blissfully unaware, or are unwilling to enforce, the rule barring them from killing birds. Basically, whatever unleashed dogs and their owners do is OK.
