Plum Beach Dogs

It's prime season for migrating shorebirds and the unleashed dogs at Plum Beach:

As we've pointed out repeatedly, Plum Beach is part of Gateway National Park, and no dogs at all are allowed on the beach--leashed or unleashed--beginning March 15. But even if it weren't, the last time we checked Plum Beach was in New York City, where--except in designated areas of the parks, which Plum Beach most definitely is not--dogs must be leashed at all times in public.
