PPA and Ticketing Dog Owner Offenders

Here is a link to a Crain's New York Business list of the 100 largest cultural institutions in the city, ranked by operating expenses. The Prospect Park Alliance ranks 58th, just three places ahead of the Battery Park City Parks Conservancy, which covers a far smaller area. Enforcement of dog rules is serious in Battery Park City and nil in Prospect Park. Not sure what to make of this.

I am all for transparency, but those numbers are less than meaningless. Not only are we comparing apples to apes, but we don't know what is included in "operating expenses". Does Prospect Park included the operating expense of the road or the lake? Does Battery Park pay to maintain the of the sea wall?
