According to this article in the Huffington Post's UK edition, owners of dangerously out of control dogs which harm others in a public
place will face up to 18 months in prison under new guidelines for
judges.

According to an email I received about 10 days ago but was waiting to post until I got more information, that morning in Prospect Park the reporter was coming down the stairs from the Maryland Monument when he spotted two park vehicles on Wellhouse Drive where a dying raccoon was against the wall. The park crews told him that they had seen the raccoon attacked by a dog. The raccoon was trapped against a wall. The incident had happened around 9 A.M. in an area where dogs must be leashed at all times.
But since the incident didn't make the Times, Bob Marino couldn't be quoted piously asserting that it's too bad, dog owners have to do a better job of controlling their dogs
